Recruiting Agents:
Licensed
recruiting Agents are authorized by the Government to recruit
personnel for foreign employment on behalf of overseas
employers against vacancies procured by them. These agents
make direct contact and negotiate with overseas employers for
procuring vacancies. On receipt of any authenticated vacancy
demand from the overseas employer, the Licensed Recruiting
Agent applies to the Ministry of Labor and Transport
Management for recruitment permission with the following
documents.
·
A copy of demand letter from the employer containing
details of the vacancy demand duly authenticated/attested.
Specimen of demand letter in attached.
·
A copy of power of attorney duly
authenticated/attested/issued by the foreign employer in favor
of the recruitment agent to act on his behalf. A sample is
attached at Annex-2.
·
A specimen copy of employment contract or service
agreement mentioning wages offered and schedule of benefits
including accommodation, food, medical facilities, leave, etc.
This Specimen copy of employment contract is not rigid and
therefore this can be change on mutual understanding or as per
the company rule. Sample of model contract is included at
Annex-5.
·
A copy of visa advice/consular letter/entry permit etc
duly authenticated/attested. Sample given at Annex-6

Recruitment
Permission:
Immediately upon receipt of the application, the
Ministry of Labor & Transport Management
scrutinizes the documents and on being satisfied about the
genuineness of the demand and that the terms and conditions
offered are in conformity of Government regulations, the
Ministry of Labor & Transport Management grants
recruitment permission.

Selection
of candidates:
·
On receipt of recruitment permission, the recruiting
agent publishes an advertisement on the newspapers, advertises
vacancies on Radio or TV to collect applications of interested
and qualified persons. Application thus received/collected are
scrutinized by a committee for short listing as per the
requirements of employer. Particulars of short listed
applicants are sent to the employer if so advised or are kept
ready for interview and final selection by the employer’s
selection team.

The employer or his representatives then carry out
interview and final selection of candidates for which the
agent provides all necessary assistance and logistic support.

Medical
Examination:
Persons finally selected undergo medical examination in an
authorized hospital or clinic. Only candidates found
physically fit for foreign employment are eligible to sign
employment contract.

Departure
Formalities:

Passport: The recruiting agent assists
the selected candidates to get their passports as quickly as
possible.
·
Visa: The recruiting Agent arranges the
stamping of visas on the passports of the selected workers
with the cooperation of the employer.
·
Ticketing and Immigration Clearance: The
employer may remit necessary traveling expenses in favor of
the Recruiting Agent to facilitate traveling of the selected
candidates. The Recruiting Agent obtains necessary immigration
clearance from the Department of Labor and completes all
formalities for departure.
·
Orientation: The recruiting agent
provides basic orientation to selected workers before
traveling abroad. During this orientation the workers are
informed about their duties and responsibilities. A first hand
information on work environment and salient features of labor
laws of the country of employment would be given in
orientation program.

Service
charge:
The
recruiting agent is allowed to charge 25% of the basic salary
as service charge for providing the above-mentioned s8
